COMMUNITY ACCESS CENTRE


 

Thanks to the support of the Government of Canada through funding from Industry Canada and support from the Saskatchewan Provincial Library and the Government of Saskatchewan, Parkland Regional Library has been able to maintain 32 CAP sites in the region including Yorkton.

The Community Access Program (CAP) is a Government of Canada initiative, administered by Industry Canada, that aims to provide Canadians with affordable public access to the Internet and the skills they need to use it effectively. With the combined efforts of the federal, provincial and territorial governments, community groups, social agencies, libraries, schools, volunteer groups and the business community, CAP helps Canadians, wherever they live, take advantage of emerging opportunities in the new global knowledge-based economy. Under CAP, public locations like schools, libraries and community centres act as “on-ramps” to the Information Highway, and provide computer support and training.

Many thanks to Industry Canada and to the Bill & Melinda Gates Foundation for computer equipment funding.  A special thanks to the Saskatchewan Library Trustees Association (SLTA) brief concerning libraries ability to sustain their current Internet access and aging equipment. The Libraries of the Parkland Regional Library  System received funding to improve access, and to purchase new equipment for 35 branches within the Parkland Regional Library System.

Adopt - A - Library Literacy Program
Yorkton RCMP Detachment and Parkland Regional Library are participating in an innovative literacy initiative, the Adopt - A - Library Literacy Program. The goal of the program is to promote literacy to youth in the community. Yorkton RCMP and Yorkton Public Library would like community businesses and service clubs in the Yorkton area to consider donating prizes or cash to Yorkton Public Library. Prizes are used as incentives to encourage children to read and visit the library. Cash donations enable the library to purchase books for youth to read at a 50 % discount from Scholastic Canada. "Current research by Linda Gambrell and others has shown that extrinsic motivation can indeed be used to bring about intrinsic motivation to read. In their 1997 article Incentive and Intrinsic Motivation to Read, Gambrell and Marinak write: "The appropriate use of incentives can lead learners to engage in reading and can lead to the internalization and integration of the value of reading. When incentives are linked to the desired behavior and promote engagement in the desired behavior, motivation can become self-determined and can foster high-quality learning. Further, appropriate incentives offered for goal-oriented, challenging reading performance can enhance intrinsic motivation to read."
